      Definition of an Emergency/HardshipTransfer: An Emergency/Hardship transfer is the process by which families of students request a transfer, outside of the transfer window, due to hardship caused by their child’s current school assignment.
      Important Information regarding Emergency/HardshipTransfer:
      1. Parents may request a Hardship Transfer, in very rare cases with extreme or unusual circumstances. 

      2. In such cases, parents or guardians may request assignment to a school outside of their regular attendance area.  These requests are carefully reviewed and rarely granted.  

      3. Transfer requests made to attend another school during the school year are reviewed on space availability, the needs of the student, the effect on the school to which the transfer is requested, principal recommendations, and the allowable reasons for reassignment/transfer.

      4. Parent MUST provide more than one choice of school for a hardship request. A single school request may result in automatic denial. 

       

      Hardship Rationale:

      1. Will be granted when it is shown that the transfer is necessary for the physical or emotional safety of the student and must be for the direct benefit of the student.

      2. Will not be granted for parent/guardian convenience or school preference. Parent/guardian convenience or family preference can be appropriately addressed by filing a regular transfer request during the Open Transfer Window.

      3. Will not be granted if it is stated that the grounds of the Transfer are an attempt to gain admission to a specific school.

      4. High School student-athletes who are approved for an Emergency/Hardship reassignment forfeit (relinquish) for one year all athletic eligibility in any sport. Eligibility is restored 365 days from the date of the Board of Education's approval.  Please refer to the NC High School Athletic Association for details about this statewide athletic rule.


      Applying for a Hardship/ Emergency Transfer
      1. Complete the Hardship Transfer  Form.

      You will be required to provide supporting documentation with your Hardship Transfer  Form. Please see below for additional documentation suggestions:

      1. Copies of report(s) of incident(s) to school administrator or staff members including number of times report/complaint was filed by parent.

      2. Absence and/or tardiness reports.

      3. Written timeline of events showing evidence of harm caused by the current placement, including history and evidence of family’s attempt(s) to work with school officials and report(s) on the outcome after dispute resolution/mediation.

      4. A letter from a doctor or therapist, student health information, or other evidence of harm caused by the current placement.

      5. Medical documentation, doctor/therapist letter, student or parent/guardian health history documentation, if hardship pertains to a parent's illness or medical issue. Doctor recommendations cannot be to a particular school.

      6. You must provide at least two options for choice of school transfer.

      7. You will be notified within ten school days from the date of submission of the Hardship Transfer  Form.


      2. Notification
      1. You will be notified within ten school days from the date of submission of the Hardship Transfer  Form.

      2. If your request is denied. You have the right to appeal the decision.

      3. Any parent may contest a transfer denial by writing a short and clear reason to the Superintendent or designee. The statement must be received within five (5) working days after receiving the denial of the transfer.  The Superintendent's designee will study the written requests, hold any necessary hearings (within 10 days of the request), and render a decision within ten (10) working days of the appeal hearing.
